Irina Moinescu is a Partner mainly specialising in energy law, with a focus on the electricity sector. She has acquired a wealth of expertise in dealing with complex projects in this field, including the first privatisation projects in the electricity and gas sectors, the implementation of unbundling requirements in the electricity sector or the development of large-scale investments, especially renewable projects.
Irina Moinescu has also advised on complex regulatory matters, such as amending the applicable regulatory framework in the renewable energy field, having been directly involved in the drafting of the amendments proposed to the law for establishing the promotion system for producing energy from renewable energy sources, as well as on the corporate & commercial and mergers & acquisition issues related to the implementation of the firm's energy projects.
Furthermore, Irina has a vast experience in specific operations of commercial companies (such as shares assignment, management procedures, shareholders agreements, share capital increase) and in the drafting, negotiating and closing commercial agreements.

- Coordinator of the legal team retained by the Romanian subsidiary of leading French-based energy group in relation to the acquisition of two operating photovoltaic parks and of the related business.
- Coordinator of the legal team retained by successive investors in bids to partner Nuclearelectrica in the completion of Units 3 and 4 of the Cernavodă Nuclear Power Plant.
- Executive coordinator of the legal team retained by the biggest electricity producer in the Czech Republic in a EUR 300,000,000 acquisition and development of two wind farm projects located in the Dobrogea region which forms the largest operating onshore wind farm project in Europe.
- Coordinator of the legal team retained by the biggest electricity producer in the Czech Republic and a local association for renewable energy for the drafting of the amendments proposed during the public consultation process to the law for establishing the promotion system for producing energy from renewable energy sources.
- Member of the legal team retained by the Romanian electricity distribution subsidiary of the biggest electricity producer in the Czech Republic in relation to the implementation of the unbundling requirements set by the domestic and EU-law in the energy sector.
