Expansion of Romania’s 112 emergency call number gets the green light, court rules
In an irrevocable judgement rendered on September 14th, 2015 the Bucharest Court of Appeal rejected the challenge filed by a consortium of bidders against the awarding to Teamnet Project Management Solution of a contract worth in excess of EUR 10 million for the expansion of the 112 emergency call number in Romania.
Following a favourable court ruling, Teamnet Project Management Solution, a well-known Romanian IT&C company, will implement the contract for the expansion of the 112 emergency system to include the mobile resources of the intervention agencies – Ambulance Service/Ambulanța and SMURD/the Mobile Emergency Service for Resuscitation and Extrication -, as well as the Emergency Units.
Acting for Teamnet Project Management Solution, local law firm Țuca Zbârcea & Asociații obtained a definitive judgement allowing for the supply of IT&C and software equipment required for the development of the infrastructure of the 112 emergency system in Romania. The project, funded by the European Regional Development Fund/Operational Programme - Increase of Economic Competitiveness is expected to generate a notable social impact, as it will enable easier access to specialised medical assistance services.
The conformity of a bid by reference to the manner in which it was devised and to the tender’s documentation requirements; the limitations in the obligations of all subjects to such a procedure regarding the demonstration/verification of the minimal technical specifications thereof; the procedural consequences of certain restrictions imposed by special public procurement regulations etc., these are just some of the complex legal issues that had to be duly assessed during the dispute at hand.
