New appointments at Țuca Zbârcea & Asociații
Țuca Zbârcea & Asociații Law Firm appointed a new partner and made other 5 internal promotions, further to the evaluations carried on at the end of November.
As of 1st of January 2009, Țuca Zbârcea & Asociații will have 16 partners, further to the promotion of Șerban Pâslaru as a partner in the firm. The firm made another five internal promotions, as follows: Vlad Cercel became a managing associate, while Mihaela Ivan, Oana Zancu, Oana Cornescu and Răzvan Mircea are now senior associates.
Șerban Pâslaru was appointed partner with Țuca Zbârcea & Asociații, where he has been working for the past four years. He specializes in public procurement, concessions and other forms of PPP, and, in general, in infrastructure projects. Currently, Șerban Pâslaru manages or is involved in various projects with a value of more than EUR 4-5 billion, such as the Ploiești-Brașov Highway (Comarnic-Predeal section), the Bucharest ring road or the county emergency hospitals to be constructed in Piatra Neamț, Suceava and Ploiești. Șerban Pâslaru also acquired a significant expertise by coordinating various labor law projects.

Currently, Țuca Zbârcea & Asociații has a team of 128 legal and administrative staff, out of which 80 lawyers (16 partners and 64 associates). In addition to the 16 Bucharest partners, Tuca Zbarcea & Asociatii has two managing partners in its Cluj regional office.
The firm’s elite group – the managing associates – was created in January 2008 and includes 9 lawyers and 4 members of the administrative staff (the Financial Manager, the Marketing Manager, the IT Manager and the Human Resources Manager). This structure was devised, on the one hand, as a bridge between the team of partners and the rest of the firm, and, on the other hand, this team is, for the lawyers, a “waiting room” to partnership.

Șerban Pâslaru became a partner with Țuca Zbârcea & Asociații. He has been working with Țuca Zbârcea & Asociații ever since the establishment thereof in 2005. Prior to his appointment as partner, Șerban was a managing associate with the firm. He specializes in public procurement, concessions and other forms of PPP, having a considerable body of expertise in performing the various stages of the procedure for the awarding of public procurement and concession agreements and in the management of legal risks deriving from the applicable framework, drafting of specific agreements, negotiation of concession agreements and preparation of bids, assistance on the implementation of transaction structure and in relation to the particularities of procurement and concessions regulations in specific sectors. Currently, he is involved in some of the most significant public procurement and concession projects in Romania, such as the Ploiești-Brașov Highway, the Bucharest ring road or the building of 3 emergency hospitals in Piatra Neamț, Suceava and Ploiești.
Șerban Pâslaru also has a significant expertise in dealing with employment matters and the management of complex projects in the field, such as the implementation of restructuring/transfer programs, negotiation of collective bargaining agreements, etc.
Vlad Cercel has been promoted to managing associate. Prior to his appointment, he was a senior associate with Țuca Zbârcea & Asociații. With a legal experience of more than 8 years, Vlad Cercel professionally covers public acquisitions, concessions and other forms of PPP, as well as niche fields of expertise, such as electronic communications and IT. He joined Țuca Zbârcea & Asociații team in 2006. Previously he held the position of Director in the Legal Department of the National Authority for Communications. Particularly, Vlad Cercel has been directly involved in drafting the primary and secondary legislation in the field of electronic communications which fully transposed the EU regulatory framework in this sector.
